Caster API Platform is the standalone developer surface for hosted API keys, endpoint catalogs, tier limits, Base USDC billing readiness, and guarded Caster gateway access. This static fallback keeps navigation, mini app compatibility, and read-only contracts live while Reown AppKit, wallet-authenticated key issuance, ApiPlatformRegistry, the rate-limit gateway, service-key custody, and rollback remain blocked_external.
